Fulton is one of those places where the rules change depending on which side of a street you are standing on. If your property straddles or sits near the Kentucky and Tennessee line, a couple of things are worth sorting out before you order a building.
Check the rules for your side, not the town
Accessory structure requirements, setbacks and permit thresholds are set locally, and Fulton, Kentucky and South Fulton, Tennessee do not have to agree. Neither do Fulton County and Obion County. Before you buy, call the jurisdiction your parcel actually sits in and ask two questions: does a portable building on skids need a permit at this address, and what are the side and rear setbacks for an accessory structure. Get the answer from the right office and you avoid a genuinely annoying problem.
If you are in a flood-prone area near the Mississippi bottoms, ask about elevation requirements too.

Sizing for a Fulton lot
Most in-town lots here are modest and the houses are older, so access is the constraint. Walk the route from the street to the spot and find the narrowest point. We need roughly two feet of clearance past the building width along the whole path and about 13 feet of overhead. If the gap is tight, buy narrower and longer: an 8×16 stores more than a 10×12 and fits where a 10 wide will not.
An 8×12 handles a push mower household. A 10×16 handles a riding mower plus a bench plus seasonal storage. If you are outside of town with equipment, 12×24 and up. We build 6×8 to 16×60.
The pad
Level gravel, about a foot larger than the building on all sides, standing a few inches above the surrounding grade so water sheets away. This is the most important thing you will do for the building and the cheapest place to go wrong. Concrete is the ultimate base and the most expensive.
